MADISON, WI — What started as a late-night dormitory hangout spiraled into a felony-level police investigation after students at the University of Wisconsin-Madison targeted a patrolling police officer with a high-powered blue laser, temporarily blinding him at a traffic light.
The incident unfolded shortly after midnight on March 11, 2026, in downtown Madison, leading campus police on a floor-by-floor search through Witty Hall that ended with suspects scattering from a dorm room like a “clown car.”
Blinded at the Light: Police Track High-Powered Beam to Witty Hall
While stopped at a red light during routine patrol, a University of Wisconsin Police Department (UWPD) officer was struck directly in the eyes by a bright blue laser beam. Recognizing the immediate safety hazard and the criminal severity of targeting a emergency vehicle, the officer pulled over and activated his squad car’s high-powered spotlight, aiming it directly back at the source: the upper floors of Witty Hall.
Officers responded to the sixth floor of the residence hall, knocking on doors and cross-referencing window angles to pinpoint the exact room.

“What can you tell me about the six dudes that were in your room earlier that all came out like a clown car after I put a spotlight on this room?” Officer Kaufman questioned the residents. “If we don’t figure this out, someone’s going to jail.”
High-Powered Lasers: Playing with Fire
Inside the room, police recovered the high-powered blue laser. The room’s primary occupant admitted the group had been “playing with” the device after watching a movie, testing its strength on furniture inside before pointing it out the window toward nearby buildings, sidewalks, and streets.
“We were pointing it at the wall on the Hub just to see how far we could shoot it,” another student, Liam, later admitted to officers during a follow-up interview, claiming they did not intentionally target the police cruiser.
UWPD officers emphasized the severe legal consequences of shining lasers at drivers and law enforcement:
- Felony Exposure: Directing a high-powered laser at a law enforcement officer or moving vehicle can carry felony or misdemeanor charges under state and federal law.
- Permanent Eye Damage: High-wattage blue lasers can cause immediate flash blindness, retinal burns, and permanent vision impairment.
- Operational Hazard: Disorienting an active driver or pilot creates an immediate risk of a severe collision.
Citations and Community Restorative Court
Rather than making immediate custodial arrests on felony charges, UWPD officers gave the students an ultimatum to identify everyone who handled the laser. Following the investigation, police issued citations to three students involved in the incident.
The citations were referred through the Dane County Community Restorative Court (CRC) system, allowing the students an opportunity to resolve the citations through court-mandated community conditions rather than facing permanent criminal records.
