Senate Blocks Report on Deaths of 9 Americans in the West Bank After Key 47–51 Vote

WASHINGTON, D.C. — In a 47–51 roll-call vote, the United States Senate defeated a motion to discharge S.Res. 852 from the Foreign Relations Committee. The resolution would have mandated that the Department of State submit a comprehensive report detailing human rights practices in the West Bank, specifically requesting information regarding the deaths of nine U.S. citizens linked to violence involving Israeli security forces or settlers.

Introduced by Senator Chris Van Hollen (D-MD), the measure invoked Section 502B(c) of the Foreign Assistance Act of 1961. That statutory mechanism allows Congress to request official accounting from the executive branch regarding human rights practices in nations receiving U.S. security assistance.

Proponents: Demand for Congressional Oversight and Accountability

Supporters argued that Congress has a statutory obligation under the Foreign Assistance Act to monitor the safety of American citizens abroad and evaluate conditions attached to military aid.

  • Citizen Protection: Sponsors emphasized that nine Americans have died in incidents in the occupied West Bank since 2022, asserting that Congress must receive transparent updates regarding investigative status, evidence, and diplomatic communications.
  • Human Rights Transparency: Proponents noted the resolution sought formal accounts regarding broader issues, including the military detention of minors and general law enforcement practices in the region.

Opponents: Geopolitical Stability and Strategic Partnership

Opponents maintained that passing the resolution would complicate delicate diplomatic efforts and undermine strategic alliance commitments.

  • Sovereignty & Bilateral Relations: Critics contended that forcing broad statutory reports creates counterproductive friction with the Israeli government during heightened regional tensions.
  • Institutional Concerns: Opposing lawmakers cited concerns over using foreign assistance reporting tools to single out security partners, arguing that existing diplomatic and law enforcement channels remain the appropriate avenues for managing intergovernmental inquiries.

Because the discharge motion failed to reach a majority, S.Res. 852 remains in committee without advancing to a full Senate vote on its adoption.
