Pennsylvania State Treasurer Stacy Garrity has stepped up her policy agenda in the race for the commonwealth’s highest executive office, calling for an immediate statewide pause on new data center developments. As the Republican gubernatorial candidate campaigns across the Keystone State, her cautious approach toward the rapid expansion of digital infrastructure and energy-intensive server farms has sparked intense debate among lawmakers, business leaders, and utility regulators.
The Treasurer argues that the exponential growth of artificial intelligence and cloud computing hubs threatens Pennsylvania’s electrical grid stability and could drive up utility bills for everyday families. While proponents of data center development point to job creation and local tax revenue, Garrity contends that the state must first conduct a thorough assessment of energy demands and long-term economic impacts before greenlighting additional projects.
Balancing Economic Growth and Grid Reliability
As state treasurer, Garrity oversees the financial health of the commonwealth and frequently comments on fiscal matters managed through the Pennsylvania Treasury. In her campaign speeches and policy announcements, she emphasizes that Pennsylvania’s abundant energy resources—ranging from natural gas to nuclear power—make the state an attractive destination for tech giants looking to build massive server facilities.
However, she warns that an unmanaged rush to construct these energy-sapping facilities could strain generation capacity. Without proper safeguards, the surge in electricity consumption risks triggering brownouts, blackouts, and steep rate hikes for residential and small business customers. Garrity’s proposed moratorium aims to give regulators, utility providers, and local municipalities time to draft comprehensive oversight policies.
Critiquing the Shapiro Administration’s Energy Strategy
The debate over data centers has also become a focal point in Garrity’s critique of the current administration. She has consistently challenged Governor Josh Shapiro’s energy and economic policies, arguing that state leadership lacks a cohesive strategy to protect taxpayers from the externalities of rapid tech expansion.

- Utility Cost Concerns: High-capacity data centers draw immense amounts of continuous power, which can inflate wholesale electricity prices across the PJM Interconnection grid.
- Water Resource Management: Large-scale cooling systems require significant water resources, raising environmental concerns in local watersheds.
- Tax Incentive Scrutiny: Garrity has questioned whether generous tax packages offered to out-of-state technology corporations deliver a sufficient return on investment for Pennsylvania taxpayers.

The Broader Political and Fiscal Landscape in Pennsylvania
With the gubernatorial election cycle gathering momentum, energy policy and economic stewardship have emerged as top voter concerns. Garrity’s background as a fiscal conservative and military veteran heavily influences her campaign platform, which centers on government accountability, taxpayer protection, and sensible regulatory reform.
By positioning herself as a pragmatic voice on complex infrastructure issues, the Republican nominee seeks to appeal not only to traditional GOP voters in rural and suburban counties but also to working-class families worried about the rising cost of living. Whether this call for a data center timeout will reshape the legislative agenda in Harrisburg remains to be seen, but it has undeniably forced a statewide conversation on the future of Pennsylvania’s energy grid.
